One Piece has finally revealed Blackbeard’s ultimate goal, and it confirms he may be the series’ final antagonist after all. Despite moving through the shadows for much of the series, Blackbeard has continued to climb the ranks alongside Luffy. Blackbeard is already Luffy’s biggest rival in the race toward Raftel, and his goal suggests he may be fated to be Luffy’s final adversary as well.
Chapter #1107 of One Piece reveals that Blackbeard’s ultimate goal is the world itself. In the chapter, Saint Saturn asks Catarina Devon why the Impel Down escapees such as herself follow Blackbeard. Saturn notes that the Blackbeard Pirates are always up to the oddest things and goes on to ask what their crew is truly after, to which Van Augur simply replies “the world,” leaving fans to speculate about the true scope of Blackbeard’s ultimate objective.
Blackbeard’s goal draws direct comparisons to Rocks D. Xebec, who possessed a very similar dream. The latest chapter also teases how Blackbeard possibly plans to achieve this ridiculous dream through a devious plan involving Catarina Devon’s peculiar devil fruit powers and taking control of the World Government’s most powerful weapons.
Blackbeard Is Going After “The World”, Just Like Rocks

Chapter #1107 reveals Catarina Devon and Van Augur were sent to Egghead to carry out a special mission, which Catarina claims has been completed after touching Saturn. It appears that Catarina’s mission was to touch Saturn, allowing her to assume his appearance using her devil fruit and command the Seraphim.
Moreover, the chapter re-introduces Catarina and her devil fruit. These re-introductions are always used deliberately in One Piece and are meant to draw attention to a specific trait or new development in a character. In this case, Catarina’s re-introduction draws attention to her Mythical Zoan-type devil fruit called the Dog Dog Fruit, Model: Nine-Tailed Fox, which allows her to impersonate people as seen on Fullalead where Catarina fooled Moria by impersonating Absalom.
Blackbeard Possibly Plans to Take Control of the Seraphim
Considering Blackbeard’s ship was seen headed to Egghead around chapter #1079, much before Saturn’s arrival, the Blackbeard Pirates would have had no way of knowing that Saturn would be at Egghead. Saturn and the armada of Marine ships were only mobilized much later, and even then Saturn’s presence was kept secret. Hence, Catarina’s original target was likely Vegapunk instead.
Finding one of the Five Elders appears to be a happy accident and chapter #1107 hints as much. Catarina appears to be just as surprised to find one of the Five Elders away from Mariejois and down in the real world, claiming it had helped their cause. The ability to impersonate one of the Five Elders will surely make infiltrating Mariejois or any Government facility significantly easier, allowing the Blackbeard Pirates to stir up all kinds of trouble, and considering Catarina’s devil fruit is a Mythical Zoan, she can likely do more than simply copy Saturn’s appearance.
Being able to control the Seraphim will also turn the tides in Blackbeard’s favor and aid him with his goal. Blackbeard may have planned to take control of the Pacifista as well, though Vegapunk giving Bonney the highest authority over the Pacifista may have foiled this part of their plan.
Blackbeard is Following in Rocks’ Footsteps
Blackbeard’s goal is very similar to Rocks’ dream of becoming the “king of the world”, proving Blackbeard may be following in Xebec’s footsteps just as Luffy is following in Roger’s footsteps. Blackbeard has also taken over Fullalead, the island where the Rocks Pirates were formed, as his base, and has even named his ship the “Saber of Xebec.” The latest chapter of One Piece also hints at Blackbeard’s special bloodline, which can also be interpreted as a reference to his direct ancestry. If so, the theory that Blackbeard could be Rocks D. Xebec’s son may be true, explaining the countless references to Xebec.
Overall, Blackbeard’s goal strengthens the parallels between Roger and Rocks and Luffy and Blackbeard, who mirror their predecessors and appear to have inherited their will and fate. Blackbeard’s goal confirms him and Luffy are be fated to be rivals, just as Roger and Rocks were said to be while also confirming Blackbeard’s status as Luffy’s final opponent and the ultimate villain of One Piece.
